CHICAGO (AP) ? The president of a cancer charity founded by Lance Armstrong insists that the organization will persevere in the wake of the cyclist's admission that he used performance-enhancing drugs.

The Livestrong Foundation's president, Doug Ulman, was scheduled to deliver what the organization described as a "major 'State of the Foundation' speech" on Thursday in Chicago.

"Our success has never been based on one person," Ulman said in remarks prepared for the annual gathering of Livestrong charity leaders, grantees and others. "Will the Livestrong Foundation survive? Yes. Absolutely, yes. Hell, yes."

Armstrong stepped down as chairman of the charity in October, saying he didn't want his association to damage the foundation's ability to raise money and continue its advocacy programs on behalf of people with cancer.

Originally called the Lance Armstrong Foundation, the cyclist created the organization in Austin, Texas, a year after he was diagnosed with testicular cancer that had spread to his brain and lungs. Doctors gave him 50-50 odds of surviving.

Armstrong admitted during an interview with Oprah Winfrey this year that he used performance-enhancing drugs when he won seven straight Tour de France titles. He told Winfrey that leaving Livestrong was the most "humbling" experience after the revelations about his drug use broke.

"I wouldn't at all say forced out, told to leave," he told Winfrey about Livestrong. "I was aware of the pressure. But it hurt like hell.

"That was the lowest," Armstrong said. "The lowest."

Armstrong's personal fortune had sustained a big hit days earlier. One by one, his sponsors called to end their associations with him: Nike; Trek Bicycles; Giro, which manufactures cycling helmets and other accessories; Anheuser-Busch.

"That was a $75 million day," Armstrong said.

"That just went out of your life," Winfrey said.

"Gone," he replied.

Jobs, Cook disagreed about suing Samsung

Apple's Steve Jobs and Tim Cook apparently disagreed on suing Samsung.?

Apple's legal beef with Samsung is storied and well established, with an oft-quoted passage in Walter Isaacson's biography of Steve Jobs where the late Apple cofounder promised to go to "thermonuclear war" to stop Android, the operating system used in Samsung's most popular devices, according to the Silicon Valley Business Journal.

Only, it seems that if Tim Cook had had his way, there'd be no war, thermonuclear or otherwise.

According to a Reuters, Tim Cook opposed the idea of going after Samsung in court. The reason: Cook worried that as a major supplier of parts for the iPhone and other Apple devices, Samsung could make trouble for Apple's supply chain if they pursued them too aggressively.

Jobs, for his part, was fed up with Samsung after it released the Galaxy Tab, a device he felt was a copy of the iPad.

Indians, Bourn agree on 4-year deal

CLEVELAND (AP) ? Criticized for not spending enough on free agents in recent years, the Indians splurged on another star.

The club agreed to terms Monday with outfielder Michael Bourn on a four-year, $48 million contract. It's the second major deal this winter for the Indians, who signed free agent Nick Swisher to a four-year, $56 million contract in January.

Bourn, who was an All-Star with Atlanta last season, must pass a physical later this week in Goodyear, Ariz., before the deal can be completed. Bourn batted .274 with nine homers, 57 RBIs and 42 steals last season for the Braves. It's not yet known when Bourn will have his medical exam.

As long as there isn't a hang-up, the 30-year-old Bourn, who has remained on the market all winter, will move into the Indians' starting lineup. The speedster played center field last season and would give an immediate boost to a Cleveland team that has reloaded with the acquisition of Swisher, manager Terry Francona and starter Brett Myers.

Fox Sports first reported Bourn's deal.

Bourn, a two-time All-Star, Gold Glove winner and three-time steals leader in the NL, had also been pursued by the New York Mets and Chicago Cubs.

Getting Bourn will cost the Indians picks in June's amateur draft. But it's a small price for a player who will help them score more runs, improve their attendance ? Cleveland averaged just 19,797 fans at home ? and maybe even close the gap on Detroit in the AL Central.

The surprise signing caught one of Bourn's new teammates off guard.

"Did we just sign Michael Bourn?" second baseman Jason Kipnis asked on his Twitter page.

Bourn, a .272 career hitter in seven seasons with Philadelphia, Houston and Atlanta, could wind up in a starting outfield alongside Swisher and Michael Brantley. The Indians also acquired center fielder Drew Stubbs in a trade with Cincinnati, giving Francona options and depth. It's possible Swisher could be moved to first or even be used as the club's designated hitter. Mark Reynolds, also signed during the offseason, can play first or DH.

The deal for Bourn also comes after the Indians signed slugger Jason Giambi and pitcher Daisuke Matsuzaka to minor league deals this last weekend. Matsuzaka must still pass a physical with the club.

The Indians collapsed in the second half last season, finishing 68-94 and 20 games behind the first-place Tigers. Manager Manny Acta was fired after Cleveland lost at least 90 games for the third time in four seasons.

But beginning with the hiring of Francona, the Indians have shown they're not going to sit around and wait for things to improve.

Seagal, sheriff train Arizonans to guard schools

PHOENIX (AP) ? The self-proclaimed "America's Toughest Sheriff" joined forces this weekend with action movie star Steven Seagal to train volunteer armed posse members to defend Phoenix-area schools against gunmen.

Maricopa County Sheriff Joe Arpaio announced the controversial plan in the wake of the Newtown, Conn., school shooting that left 27 people dead, including the gunman and 20 first-graders.

The exercise took place Saturday at a closed school site in suburban Fountain Hills, outside Phoenix, where sheriff's SWAT members acted as shooters and teenagers played the part of students during mock scenarios involving up to three gunmen.

Seagal, best known for his roles in movies such as "Above the Law" and "Under Siege," planned to lead training on hand-to-hand defense tactics, among other techniques, drawing from his expertise in martial arts, according to a sheriff's office news release.

Arpaio's office didn't respond to requests for comment Friday and Saturday, and Seagal representatives also did not return telephone messages from The Associated Press.

When faced with criticism in January about the school posse plan, Arpaio snapped back, "Why would people complain about my posse being in front of schools to act as prevention?"

He boldly announced the plan on the grounds of an elementary school, saying at the time he wanted the patrols publicized.

"I want everyone to know about it for the deterrence effect," Arpaio said, adding that no taxpayer money would be spent on the patrols and volunteers will be supervised over the radio or telephone by actual deputies.

Arizona Democratic House Minority Leader Chad Campbell called the plan to use Seagal as an instructor "ludicrous."

"Steve Seagal is an actor. That's it. Why don't we also have Clint Eastwood and Chuck Norris and Bruce Willis come out and train them too while we're at it," Campbell said.

Campbell has been a vocal critic of Arpaio's school posse protection plan, complaining that using untrained, armed civilians to protect students is a bad idea and likely will only make the facilities more dangerous.

"He's making a mockery out of it. You're having a movie actor train people how to protect schools?" Campbell said.

Randy Parraz, president of Citizens for a Better Arizona, also a longtime Arpaio critic, said it's unfortunate the sheriff, known nationally for his tough stance on illegal immigration, is using the "wake of a tragedy like Newtown" to grab headlines.

"We'd like to think he would take something like this much more seriously," said Parraz, who added that his group planned to be at Saturday's event with petitions to recall Arpaio.

The patrols were launched at 59 schools in January throughout unincorporated areas and communities that pay Arpaio's agency for police services. The sheriff announced this week he needs more members to continue the patrols, calling for 1,000 additional citizens to step up and volunteer.

Current posse members already are used to bolster the sheriff's office force by providing police protection at malls during the holidays, directing traffic and transporting people to jail.

Arpaio even sent one group of posse members to Hawaii to conduct an examination into the authenticity of President Barack Obama's birth certificate.

Joselyn Wells, a mother of three children at a school in suburban Phoenix, where Arpaio's posse has begun patrolling, said she was excited to hear about the initiative.

"A lot of people sit around and watch these things happen, watch key signs and no one wants to do anything about it," she said when Arpaio announced the plan. "Nobody wants conflict, nobody wants to be out in the limelight. And he doesn't care. He wants to do the right thing."

Andrew Sanchez, however, a town council member in Guadalupe, said he wants nothing to do with posse members patrolling schools in his community, which spends about $1.2 million annually for Maricopa County sheriff's patrols.

"We are paying him to have certified deputies here, not to bring a circus and not to use our town as a political platform," Sanchez has said.

The volunteers, dressed in uniforms and driving patrol vehicles, some authorized to carry guns after training, won't go onto school grounds unless they spot danger, but will instead patrol around the facilities, Arpaio said.

Seagal is already a volunteer posse member in Maricopa County and has been deputized with sheriff's offices in New Mexico, Texas and Louisiana, where a film crew followed the actor on ride-alongs with Jefferson Parish sheriff's deputies for the reality TV show "Steven Seagal: Lawman."

Arpaio says other notable people also have joined his more than 3,000-strong volunteer armed posse, including "The Incredible Hulk" star Lou Ferrigno and actor Peter Lupus of TV's "Mission: Impossible."

Understanding 'master regulator' genes could lead to better cancer treatments

Cell division is serious business. Cells that divide incorrectly can lead to birth defects or set the stage for cancer. A new discovery from the Oklahoma Medical Research Foundation has identified how two genes work together to make sure chromosomes are distributed properly when cells divide, providing new insights that could contribute to the future development of cancer treatments.

In a paper published in the new issue of the journal Science, OMRF researchers Dean Dawson, Ph.D., and Regis Meyer, Ph.D., reveal how two genes?known as Ipl1 and Mps1?are integral to the correct division of cells and life itself. If these "master regulator" genes can be controlled, it could help physicians target and destroy pre-cancerous cells or prevent birth defects.

"The human body begins as a single cell. Through the process of cell division, we come to be composed of trillions of cells. And every one of those divisions must be perfect so that each new cell inherits a correct set of chromosomes," said Dawson, the senior author of the new study. "Given the sheer number of cell divisions involved, it's amazing there aren't more mistakes. My laboratory is interested in dissecting the machine that does this so well and understanding why it fails in some rare cases."

"When cells divide, they first duplicate the DNA, which is carried on the chromosomes," he said. "Think of the cell kind of like a factory. First it duplicates the chromosomes?so that each one becomes a pair, then it lines them up so the pairs can be pulled apart?with one copy going to each daughter cell. This way, one perfect set goes to each new daughter cell, ensuring that the two new cells that come from the division have full sets of the DNA."

To do that properly, each chromosome is attached to a kind of cellular winch, he said. Just before the cells divide, the winches drag the chromosomes into the new daughter cells. In the laboratory, Dawson used high-powered microscopes to observe the process of cell division in yeast cells. But as he watched the cells dividing, Meyer and Dawson observed something unexpected: The cells kept making mistakes as they attached the chromosomes to the winches.

"About 80 percent of the time, chromosomes would get hooked to the wrong winch, and the cell would begin pulling both copies off to the same side instead of pulling one towards each new daughter cell," he said. "If the cell divided like that, you'd have all sorts of problems. The cells that fail to receive a chromosome will probably die. The cell that receives too many is likely in trouble. Inappropriate chromosome numbers is a leading cause of birth defects and is a common feature of tumor cells."

However, with further study, Dawson discovered that the Ipl1 and Mps1 genes act as quality controllers. When a chromosome gets pulled to the wrong side, one gene disconnects the winch, then the other gene connects to a new winch. "These genes are master regulators. If they're removed, the entire process goes haywire," Dawson said.

While the genes are responsible for correcting the mistakes that could lead to cancer, researchers have found that cancer cells with abnormal numbers of chromosomes are even more dependent on Ipl1 and Mps1 than normal cells, Dawson said. Several groups are investigating ways to target the genes as a potential anti-cancer treatment.

"We think this research is going to be useful in designing those compounds," he said. "When you understand exactly how the process works, you know how to better craft a treatment."

Time to think differently about mental health care | Alastair Campbell

The King?s Fund has launched a debate about the future of health and social care, called ?Time to think Differently.? They asked me to write a piece on mental health. To find out more about the King?s Fund debate, visit here. Meanwhile here is the piece I have done for them?

So it is time to think differently. As an ambassador for the?Time to Change mental health awareness campaign I am all in favour of that. I?m all in favour too of echoing the theme of?Christina Paterson?s recent piece about shifting power back to patients, but that is a tricky issue when you are talking about people in a mental health crisis. I mean a real crisis, when the mind is scrambled, the meltdown is happening, and it is hard to allow or expect the person at the centre of that crisis to make lots of rational decisions. This is when talk of rights, choice and control tends to go out of the window. Sometimes, that can be understandable. But it doesn?t always have to be so. There are still ways of respecting the knowledge and views of the patient in crisis. Sometimes it happens. Often it does not.

Crisis tends not to happen suddenly. There are warnings; there is a build up. If the warnings and the build-up are spotted, then hopefully preventive action can be taken. You won?t be told (effectively or actually) to go away until you?re really ill or imminently suicidal. If you know what helps and what doesn?t, this will be trusted as valuable expertise and will shape the care you receive if and when crisis comes. In fact you?ll have a crisis plan that you?ve negotiated with your care team and signed off yourself that sets out what you want to happen and where you want to go when you?re in crisis. It won?t happen in every set of circumstances. But it could happen in many more situations than it does now.

This may sound obvious, but?Mind?s crisis care inquiry found that too often people are turned away and struggle to get help. Their crisis calls may go unanswered or they are told they are not ill enough to qualify for help. But the fact that they are there at all means they could be well down the road towards crisis already. Too few people have a crisis plan, and those who do are often not involved in deciding it, or say it is stuck in a filing cabinet and rarely referred to. The?Care Quality Commissionprioritises care planning as something that needs to improve for detained patients.

In a better future vision of health care, your definition of your own crisis will count, and the plan you have co-written will determine the care you get. The benefits of peer support from other people with experience of mental health problems will be obvious and the people providing it will be valued as equals by other health care workers. Alternative models of service that are massively valued by the people who use them ? including?Leeds Survivor Led Crisis Service and?Maytree ? will spread rather than being rare and isolated examples. It?s an overused term, but with the right changes, the postcode lottery of good access to crisis care beyond hospitals will end. And when you go into hospital or other services you?ll be treated with courtesy as a welcome guest. Boredom, insecurity and abuse on wards will be a thing of the past. Cultures of restraint will be replaced by respect and dignity.

How do we get to that vision? This is partly about health service cultures, but wider society sets the tone. Attitude change ? underpinned by law ? is fundamental. We need to see mental health as being about ?us? not ?us and them? ? to?end the stigma and discrimination. There is still a long way to go, as the?three-quarters of people with a mental health problem who lost friendships as a result know too well, and those who lose their jobs ? or never get one ? because of it know even better.

But there is hope too. For instance, last year, MPs in Parliament and Assembly Members in the Welsh Assembly spoke about their own experience of mental health problems. They didn?t know when they took that step that their colleagues and the media would respond warmly. The fact that their stories were so well received shows that as a society we are slowly moving in the right direction.

Parliament is important but it isn?t in people?s daily lives the way that employers are. When it comes to helping people understand mental health and how to look after it, employers have a big part to play. Creating amentally healthy and open workplace where employees feel supported enough to discuss a problem ? that?s another marker of progress that is good for business as well.

Which brings me back to the staff?patient dynamic in health care. The NHS is a huge employer and its staff are rightly expected to care for people using clinical skills, respect and kindness ? often in very high-demand situations, which in mental health settings include the risk of self-harm or suicide. If we expect people to be kind and empathic in their work, that is how they should be treated by their employer too. If we want staff to work in partnership with patients, respecting their wishes and knowledge of their own needs, they should feel safe enough to discuss their own mental health. And if a small organisation like Leeds Survivor Led Crisis Service can provide staff with supervision, reflective practice groups, experiential training and individual wellbeing budgets we should expect the NHS to support its frontline staff just as well.

The NHS should have been at the forefront of the Time to Change campaign ? as an employer not just as the main provider of services. They are getting there ? but as with the rest of the country, the journey is too slow, and too long, and the time for change is now.

US Ends 2012 With 103.8% Debt To GDP

Previously, when calculating debt/GDP metrics for the US, we naturally assumed some GDP growth in Q4. Following today's GDP data we now know what Q4 GDP is. We also know that, at least on a preliminary basis, it posted a decline on an annualized basis. This means that we now have an official print for US Debt/GDP as of December 31, 2012. The numerator, or debt: $16.432 trillion, or the debt ceiling, which as we know was breached on the same day, and which has yet to be formally raised. The denominator, or GDP: $15.829 trillion. This means that the formal debt/GDP is now 103.8% and growing fast.

Indicatively, this has risen from 76.5% on the day of Obama's first inauguaral address.

And for those who, erroneous, allege that Q4 GDP declined due to US government "austerity", here are the facts: in Q4, the US added some $312 billion in debt. And more to the point, the US government spent a grand total of $907.9 billion in the same quarter. This compares to $877.1 billion a quarter earlier: $30 billion less.
