Family planning and safe, legal abortion go hand in hand / Library ...

Yet since as long ago as the late 1930s, there has been a split in the UK between those who insisted on promoting contraception on its own because they thought abortion was too controversial and would hold back acceptance of family planning, and those who insisted that the two go hand in hand. This split exists in many countries, not just the UK, and also within many organisations with a large membership in different countries, such as the International Planned Parenthood Federation (IPPF). It is reflected most recently in a comparison of the list of 600 groups and individuals who have endorsed the International Campaign for Women's Right to Safe Abortion this year, and the 1300 that signed a letter circulated by the IPPF supporting the Family Planning Initiative ? very different groups are on those lists. Yet all of them support the right to control fertility.

In 1994, the ICPD Programme of Action, a consensus document on the integration of sexual and reproductive health and rights, was only able to be passed if it included a "compromise" clause that called for abortion to be safe only where it was legal. This compromise was and remains a violation of public health principles and women's human rights. ICPD failed to condemn the often 19th century, often colonial laws on abortion still in place in the criminal code in many countries. However, the Programme of Action did recognise that unsafe abortion was a major public health problem, one which to this day still affects some 22 million women every year, among whom 5 million end up in hospital with complications annually and tens of thousands die (WHO, Guttmacher). And young women, whom everyone wants to be? seen to be supporting these days, are in fact most at risk of unsafe abortion and also have the least access to contraception (Shah & ?hman, RHM, May 2012).

The answer is not to promote contraception in order to reduce unsafe abortion, as the FP Summit did. The answer is to promote contraception to reduce unwanted pregnancy and provide safe abortion to every woman who finds herself with an unwanted pregnancy. That is the way to make unsafe abortion history. Abortion will not go away unless men and women stop having sex with each other or everyone is sterilised. So forget it! The growing number of countries in both the north and south, east and west, where there is 60-80% contraceptive prevalence, but the need for abortion persists, proves that.

Research shows that women and men take up contraception in large numbers if they feel they have the right to control their fertility and have access to the means to do so. There is a huge need for information, because every new generation of young women and men will know nothing about contraception or abortion unless they have access to this information. But there is no need for "demand creation", a retrograde concept which implies lack of interest. The steadily falling fertility rate globally, falling since the 1970s, disproves that, and in every country, abortion is there, safe or unsafe, contributing to reducing the number of births. Forty-four million abortions globally and hundreds of millions of people using contraception and sterilisation prove the huge demand for the means of fertility control. "Unmet need" is more than just lack of knowledge or interest on the part of the women and men who aren't using contraception, or using it erratically or unsuccessfully.

Women seek an abortion if they have an unwanted pregnancy, legal and safe or not, because it's too late for contraception. There is no split between contraception and abortion from women's perspective, they are two sides of the same coin. Even so, many of the biggest supporters of "family planning" refuse to support women?s need for safe, legal abortion. Even worse, they always talk about abortion in negative terms. They mention it along with STIs, as if it were a disease, or treat it as an annoying problem that they wish would go away, and consider it inferior to use of contraception. They even claim that use of contraception will (or should) make it go away. But this is about the realities of people's sex lives and how sex happens, not just about well-thought-out, planned-in-advance decisions about family formation. Many pregnancies are started without any forethought at all, and all too often as one of the consequences of sexual pressure and coercion.

Campaigns for women?s right to safe, legal abortion have been going on for at least 100 years. Many of us involved in these campaigns are still seen as annoying by people who are supposed to be our colleagues. We're told it's sensitive, controversial, difficult, it can't be put on the agenda, including in the FP Summit. At the same time, many of us who are fighting for abortion rights stopped supporting "family planning" years ago, because of what happened in the past, when coercive programmes put many people off "family planning" and gave it a bad name. Some family planning supporters have blamed ICPD for the neglect of family planning, because it placed family planning in a wider context. But as Gita Sen said at the Summit, ICPD in fact sought to rehabilitate family planning and restore its good name, while the barriers to safe abortion were left in place.

Today's supporters of family planning would like everyone to forget the coercive programmes of the past, which were target-based. But they may yet become target-based again because of "results-based financing". So let's not confuse opposition to coercive family planning policies with being anti-family planning. Yet, it is absolutely true that provision of contraception has been neglected in recent years ? and yes, this neglect must stop. At the same time, neglect also characterises how women's unmet need for safe abortion is treated. What needs to change is that both forms of unmet need should be taken into account ? together ? starting with donor and national government policies.

For example, although DFID's development aid policy has long been to fund both family planning services and abortion services, in their roll-out of these policies, funding for family planning is (I am told) separated from funding for safe abortion. That is, it is managed by different people and in different programmes within DFID and in the recipient countries, and these different people may not work closely together or know what each other are doing. Yet DFID did not see a problem in agreeing to a family planning initiative in which funding for abortion is excluded. They fund abortions anyway, they say, so what's the problem? The problem is that separating abortion from family planning at the programmatic level allows some countries to keep abortion legally restricted and not take responsibility for unsafe abortion.

Then there's the US, where support for family planning by USAID has been the highest in the world for many years now, while safe abortion services are not funded by them at all. Since ICPD, however, the US has funded post-abortion care, which was invented at ICPD as a way to save women's lives who had had an unsafe abortion. Unfortunately, the evidence that post-abortion care has in fact saved many women's lives since ICPD is sparse and not compelling. Yes, the number of deaths from complications of unsafe abortion has fallen a lot, but this may be due to self-medication with misoprostol replacing life-threatening methods.

In fact, once ICPD was over, this so-called post-abortion care should have been rejected as unethical, because it allows harm to be done unchallenged and forces health care providers to clean up the mess without the support of the law. Under US aid policy, even countries where abortion is legal who tried to use USAID funds for safe abortions as well as for contraception and sterilisation, in integrated programmes, had their "family planning" funding stopped. Research has now shown that this leads to higher rates of unwanted pregnancies and abortions in those very same countries, proving how illogical such a policy is/was. Will that evidence, published only recently, lead to a change in USAID policy? Unlikely. Too sensitive. And meanwhile, a violent and fanatical anti-abortion movement flourishes in the US, where some of the most punitive and misogynistic barriers to safe abortion are being implemented with near impunity, in one state after another.

The anti-abortion movement is also anti-family planning. For years, they were very circumspect about this as they feared, quite rightly, that it would lose them support. But the current Vatican has helped to bring anti-abortion opposition to contraception and assisted conception out in the open again. This is evidenced in campaigns to ban emergency contraception and assert conscientious objection to providing contraceptives, e.g. by pharmacists. But still, many in the family planning movement do not support the right to safe abortion.

In light of the Family Planning Summit, it is a good time for abortion rights activists who have ignored family planning to link up with the family planning movement, and help to ensure that services have a rights-based approach. It is also a good time for all family planning colleagues to support the right to safe, legal abortion alongside the right to access contraception and sterilisation ? and talk about abortion as a legitimate part of fertility control, a solution to unwanted pregnancy, a public health necessity for women, and a legitimate health care service. All of us should acknowledge the huge unmet need for safe, legal abortion services as well as for contraception and sterilisation services, and ensure that they are provided ? and funded ? together.

Many effective contraceptive methods, condoms, two types of emergency contraceptive pill and two very safe methods of early abortion ? all on the WHO essential medicines list ? can and should be provided at primary health care level. This includes medical abortion pills and manual vacuum aspiration for abortions up to 9-10 weeks. Some of these can even be provided during home visits by community-based health workers ? the pill, condoms, injectables, emergency contraceptive pills and medical abortion pills for early abortions ? as long as there are nurses, nurse-midwives or other mid-level providers who have been trained to do so. The evidence is there? this is all safe and effective. Moreover, the legitimate sort of post-abortion care, i.e. the kind that happens after safe abortions, needs to include information about and provision of contraception, just as post-partum care ought to do. So, even programmatically and clinically, the integration of family planning and abortion makes more sense than ever.?

No hace ni una semana que vimos la sentencia del litigio que manten?a Apple con Motorola por, supuestamente, haber copiado el dise?o del iPad en su Motorola Xoom. As? mismo, el juez Richard Posner desestimaba tambi?n la demanda de Motorola contra Apple por considerar inv?lidas dichas patentes.

Pues bien, ahora hemos de a?adir un nuevo cap?tulo al conflicto, y es que ambas compa??as, Apple y Motorola Mobility, no se han quedado conformes con la sentencia, que alegaba que ninguna de las dos partes pod?a probar el haber sido una damnificada de la otra, y han recurrido la desestimaci?n de sus demandas.

Ambas empresas conf?an en sus posibilidades de que el juicio se revise y las causas cruzadas contin?en su instrucci?n al menos en parte, dado que Apple ha recurrido 14 de las patentes en litigio, y Motorola 21, cuando las primeras acusaciones hab?a sido realizadas sobre un n?mero mucho mayor de patentes.

Cardinals end Dempster's run, beat Cubs 4-1 | Sports - WISC-TV

ST. LOUIS -

The next time he starts, Ryan Dempster could be wearing a different uniform. Still, he joked that when the phone rings, he's not worried it's the Chicago Cubs telling him he's been traded.

"No, I'm hoping it's Publishers Clearing House," Dempster said after his 33-inning scoreless streak ended early in a 4-1 loss to the St. Louis Cardinals on Friday night. "Ed McMahon, maybe."

The right-hander is all too aware of the rumors he'll be traded to a contender by the deadline.

"I'm not naive, I realize everything's going on," Dempster said. "I'm well aware that it could happen any minute. But I'm not going to walk on egg shells or worry about that."

Dempster (5-4) gave up four singles and two runs in a span of six pitches with one out in the first. Aside from Matt Holliday's 469-foot home run, the longest ever at 7-year-old Busch Stadium, he settled down.

"I didn't throw the ball down the middle as much the rest of the game," Dempster said. "I made an adjustment, I just made it a little too late."

Cubs manager Dale Sveum didn't know how much of a distraction it's been.

"Obviously, that's a lot to be dealing with, a streak like that and obviously the rumors of any second, any day, any hour something could happen," Sveum said. "That's not the easiest thing to deal with.

"The other five innings were just like the normal Dempster we've seen all year. It was a pretty nice run."

Dempster would have to approve a trade because he's a 10-year veteran with at least five seasons in Chicago, and joked "Yeah, it's nice being the hammer and not the nail."

He said he didn't have a list of teams, but wouldn't say whether he wanted to stay with the Cubs.

"For right now, I'm a member of this team and I want to do the best I can do be a good teammate," he said.

Kyle Lohse worked seven strong innings and got enough from the Cardinals' slumbering offense. Holliday's mammoth homer in the third ended the scoring.

It was a hanging split-finger fastball that didn't split and got the middle of the plate," Dempster said. "I made a mistake and he made me pay for it a long way."

Lohse (10-2) won his fourth straight decision over five starts to complement a lineup that topped three runs for the first time in 12 games. The defending World Series champions found an unlikely victim in Dempster after totaling 15 runs and going 8 for 51 (.157) with runners scoring position on a 1-5 trip that left them five games back in the NL Central to start the day.

Dempster hadn't allowed a run since May 30 while winning five straight starts and entered with a major league-best 1.86 ERA before running into immediate trouble. Carlos Beltran and Yadier Molina each had an RBI single and Lance Berkman drove in a run with a groundout.

Dempster allowed four runs in six innings while under heavy scrutiny from several teams looking to make a deal. The streak was the majors' longest since the Phillies' Cliff Lee had a 34-inning run last year, and it was the Cubs' longest since Ken Holtzman also had a 33-inning streak in 1969.

Seven straight Cardinals were retired before Holliday's one-out clout in the third that soared past Big Mac Land in left field and traveled 4 feet longer than Albert Pujols' drive over the bleachers behind the visitor's bullpen in left against the Rockies' Esmil Rogers last Aug. 14.

According to ESPN Home Run Tracker, Holliday's homer is tied for the fifth-longest in the majors this year.

The Cardinals worked Dempster for 32 pitches in the third, including a nine-pitch walk by David Freese to load the bases, but came up empty when Rafael Furcal broke his bat on a liner to second.

The Cubs lost for the 11th time in their last 15 games in St. Louis.

Manager Mike Matheny juggled the lineup with Skip Schumaker, who entered a .431 career hitter against Dempster, at the top and Furcal dropped to eighth for the first time this season. Schumaker took a called third strike to open the first and was 1 for 4 while Furcal had two hits.

Lohse has won 13 of his last 15 starts dating to last season, according to STATS LLC. He worked seven or more innings for the seventh time in eight starts, allowing a run on six hits with four strikeouts, all but one looking.

The Cubs opened the second with a walk by Bryan LaHair, a single by Steve Clevenger and a sacrifice fly by Darwin Barney. They had only two runners in scoring position against Lohse, and were a collective 2 for 15 with men on.

Tyler Greene is 0 for 13 as a pinch hitter after taking a called third strike from Scott Maine with runners on second and third to end the Cardinals' eighth.

Seattle Residential Real Estate Market - Seattle Real Estate Investing

The Seattle residential real estate market has seen some incredible ups and downs over the last few years. But there is good news on the horizon! A recent WSJ report indicates that in a third (33%) of the zip codes in Seattle, home values were up. In fact, in the Seattle residential real estate market, spare home inventory has fallen by nearly 34%, the fourth largest in the country. Home prices are stabilizing in the Seattle real estate market as well which bodes well for future investment in properties around the Seattle area.

The inventory of homes for sale is an early indicator for home prices in national real estate markets and when inventory contracts to the point where homebuyers aren?t finding enough options, prices rise which is what we are observing in the Seattle real estate market. The median age of the inventory is 46 years, with a year over drop of 34.28%.

Pellerin takes over as Sound Tigers head coach

Scott Pellerin wants to get to know his new players as he takes over as coach of the Bridgeport Sound Tigers.

But they left an impression when he worked for the Manchester Monarchs.

"If you asked any of the Monarchs players, who were the toughest teams to play against, Bridgeport would be in the top three,' Pellerin said.

'They were relentless. That's the kind of game I like to play."

Pellerin became Bridgeport's eighth head coach Wednesday. He had been an assistant coach for Manchester since 2006 after a 12-year pro career.

Pellerin, 42, replaces Brent Thompson, who was promoted to assistant coach of the parent New York Islanders late last month. He will be the eighth head coach as the team begins its 12th season.

Since 2006, Pellerin has been an assistant coach with the Manchester Monarchs, the affiliate of the Los Angeles Kings.

He was a teammate of Islanders general manager Garth Snow at the University of Maine, and he won the Hobey Baker Award as the top player in the NCAA in 1992.

A 12-year pro playing career followed, including 328 games in the AHL and 536 games for seven NHL teams.

The Islanders also announced Tuesday that they have signed forward Jason Clark, their third-round draft pick in 2010, to an entry-level contract.

Clark, 20, played the past two years at the University of Wisconsin, scoring just one assist in each season after standing out at Minnesota's legendary Shattuck St. Mary's prep school.

The Obama administration cut off funding for the 25-year-old?Aquarius Reef Base?located 63 feet underwater in the Florida Keys National Marine Sanctuary. If it cannot raise money on its own, it will be forced to shut down. The base is owned by the federal government and operated by scientists from the?University of North Carolina?Wilmington.?

Sylvia Earle, former chief scientist for the National Oceanic and Atmospheric Administration and now explorer-in-residence at National Geographic, spoke with NPR?about the importance of undersea research facilities, especially of saturation diving, in which divers live for long periods under pressure to prevent illness associated with decompression.

"This difference in perspective you get when you don't have to bounce in and out ? you have the ability to stay for hours and hours and watch that fish do its thing," she told NPR's Greg Allen, "or conduct an experiment without constantly looking at your watch saying, 'I've got three minutes left, I've got to go.' "

Saturation diving was pioneered in 1950s by the underwater explorers Jacques Cousteau and Ed Link. In 1970, Earle led the first team of women on a saturation dive.

Saul Rosser, operation director of the Aquarius Reef Base, set up a weeklong saturation diving mission to celebrate the 50-year anniversary of Conshelf I immersion by Cousteau off Marseille, a depth of ten meters.

HTC says Desire HD still getting ICS, refutes reports of update cancellation

Last week some troubling news seemed to be emerging from Canadian carrier TELUS, which put out an update schedule suggesting that the Android 4.0 upgrade for the Desire HD had been canceled. The schedule indicated that the ICS update had been canned due to "poor device performance in testing," which didn't make a whole lot of sense given that we've seen ICS running on even less powerful phones like the Desire C in recent months.

As such, we reached out to HTC for comment, and an the manufacturer has informed us that ICS updates for the Desire HD, and the similarly-spec'd Desire S, are still on.

An HTC spokesperson told Android Central --

"We remain committed to providing customers with the latest software updates when possible. As such, we are pleased to confirm we are still on schedule to deliver an Ice Cream Sandwich upgrade for both the HTC Desire HD and Desire S."

So there you go. The Desire HD may be approaching its second birthday, but at least it should see one more OS update before it's put out to pasture.

New ideas about walking on water

Lots of people have demonstrated that, surprisingly, if you fill a pool with water and cornstarch you can run across it. Stop, and you sink. How that happens, though, has been something of a mystery in fluid dynamics.

The usual explanation for this " walking on water " phenomenon: Suspensions ? that's any liquid with particles in it ? are non-Newtonian fluids that get thicker, or more viscous, as the rate of shear (deformation caused by, say, running across it) goes up. Common examples are ketchup, blood and toothpaste. "Normal" fluids, like water, flow and their viscosity stays constant.

Scott Waitukaitis and Heinrich Jaeger, physicists at the University of Chicago, have found that the situation is a bit different: When you hit a suspension the particles get compressed and transition into a solid state for a few moments.

Waitukaitis and Jaeger noted in their research paper, published in Thursday's issue of the journal Nature, that the usual mechanisms proposed weren't adequate to explain things like how a person can run on the cornstarch-and-water mix (also known as "oobleck" in a homage to Dr. Seuss and his book "Bartholomew and the Oobleck"). "Based on a notion whereby the mechanism has to do with shear ? where sliding particles past each other generates an increase in resistance to shear ? that's a perfectly valid model, but it's not enough to support a person's weight," Jaeger told LiveScience. So the two scientists filled containers with oobleck and hit the mixture with rods. Using high-speed photography and X-rays, they saw that when the rod hits the suspension, there is a part of it below the rod that becomes solid. The particles in the suspension are jammed together, creating a columnlike region that is rigid enough to keep the rod from sinking into the oobleck.

The thickened and now-solid region can propagate all the way to the bottom of the container. Jaeger noted the solidifying zone transmits force quite well ? enough that at least one container broke ? and it can even rebound and push the rod back up if the container is shallow enough. But it should be noted that contrary to earlier models, the container walls ? or lack thereof ? don't affect whether the rod or a running person stays on top of the oobleck. The same thing would happen if you filled the ocean with it and did the experiment again.

After the impact, the solid zone starts to melt away, since there isn't any force compressing it anymore (except the small amount due to gravity ). That's why when you stop running across the oobleck you'd sink. It also means that while one can run on such a substance, driving on it would be more of a problem ? a wheel isn't smacking down on a small region. [ See Video of Oobleck Experiment ]

In fact, there is a minimum particle size for this phenomenon to work; it's about one micron (or one one-millionth of a meter, about the size of some bacteria). That's why milk, even though it is a suspension, doesn't behave like oobleck ? the particles just aren't big enough and in a high enough concentration.

The phenomenon is roughly similar to what happens with dry particles. Jaeger and Waitukaitis got into this line of research partly because of earlier work on making robots more flexible. Particles seemed to be one answer ? coffee bricks, for example, are solid when compressed in their vacuum packaging by the pressure of the surrounding air. Cut open the packet, though, and the grounds pour out. This is the first time it's been demonstrated in a liquid, though.

In addition to being a cool physics finding, Jaeger said there's also a practical side. Some bulletproof vests take advantage of this property, using silica particles suspended in polyethylene glycol. By soaking Kevlar in the suspension, one creates a layer of fluid that is held in place by the fibers. When it is hit, it thickens, distributing the impact energy. That allows Kevlar armor to be made with fewer layers, making it more flexible and lighter.

Convention delegates, for all their theoretical veto power, exercise all the independence of Politburo members celebrating May Day.

As a result, handicapping the veepstakes is inevitably an exercise in frustration. What are you supposed to do ? conduct an exit poll on the sidewalk in front of Romney headquarters in Boston? Romney himself has not offered much help other than repeating the vaporous platitude that he will select a running mate ?who could be president if that were necessary.? Of course, in a technical sense, any natural born citizen over the age of 35 ? even Sarah Palin ? could be president if they are sworn in.

For all the media?s obsession with vice-presidential vetting (a word we only use in reference to sick animals and the heartbeat-away derby), there is almost no discussion about how Romney?s choice might fit into a working White House in 2013. Virtually all the press speculation revolves around compatibility on the campaign trail, the political imagery of the choice and the ability of the VP nominee to attract undecided voters in, say, Colorado who are left-handed bowlers who own PBS tote bags. But almost none of the speculation and scorecards have anything to do with serving as vice president.? Now, for the missing question: How will Romney?s pick measure up to the standards set by recent VPs?

No longer is the modern vice president a Throttlebottom who was dispatched to second-tier international funerals when the secretary of State was busy. Those days of the VP as a supernumerary whose only responsibilities were presiding over the Senate and inquiring about the president?s health are gone. The last three occupants of this ill-defined office have turned it into an independent power center -- whether as national security czar (Dick Cheney), as counselor in chief (Joe Biden) or as re-inventor of government (Al Gore).

?For most of American history, vice presidents were chosen for balance, either geographic or ideological,? says Elaine Kamarck, a former Gore aide who is now a professor at the Kennedy School of Government at Harvard. ?That built a tension into the relationship ? and that tension kept the vice president in a subservient and unnatural position.? But as Kamarck points out, Bill Clinton?s selection of Gore in 1992 (a similar youthful moderate Democrat from an adjoining state) permanently changed the VP equation from ?a balance model to a partner model.??

So how do the leading contenders to become Romney?s second banana measure up as potential White House partners? How do they fit the profile of someone who could actually make something of the vice presidency rather than just campaign for it?

Knowledge of Washington: The last elected vice president who was sworn in without having served in Congress or the Cabinet was Spiro Agnew in 1969. The former Maryland governor?s tenure in the Nixon White House is remembered for the ferocity of his attacks on the media (?nattering nabobs of negativism?) and his quaint habit of accepting cash in little white envelopes.

With Romney?s own Washington pedigree limited to his failed 1994 Senate race against Ted Kennedy, it would be a bold move to choose a vice president with similar gaps in his or her resume. In fact, you have to go back a century to Woodrow Wilson and his ineffectual vice president Thomas Marshall to find a team equally unacquainted with the ways of Washington. That, of course, did not prevent Wilson from dominating Congress in his first year in office (creating the modern income tax system and the Federal Reserve) or inhibit Marshall from quipping, ?What this country needs is a really good five-cent cigar.?

No one on the Romney list (not that we know precisely who is on the list) can match Ohio Senator Rob Portman in the knows-Washington category. Not only was Portman elected to seven terms in the House, but he also served in the Cabinet as George W. Bush?s trade representative and budget director. Other than Cheney and George H.W. Bush (House member, UN ambassador and CIA director before being tapped by Ronald Reagan), there have been no vice presidents in modern history with this wide-ranging background.

Paul Ryan ? who, for what it?s worth, has been rising in the VP speculation ? does offer seven terms in the House and a creative record as the fiscally conservative chairman of the Budget Committee. But for all of Ryan?s success as a GOP wunderkind (he was elected to the House from Wisconsin in 1998 as a 28-year-old), there is a narrowness to his D.C. background compared to Portman.

Executive ability: A vice president cannot run a Cabinet department or really anything beyond a presidential commission or a White House working group. But as Cheney demonstrated to perhaps a frightening degree during the run-up to the Iraq War, a vice president who understands the levers of power and the inner workings of the bureaucracy can be the most formidable figure in the federal government.

Even though he has never lived or worked outside the Minneapolis metropolitan area, former two-term Minnesota Governor Tim Pawlenty fits the Romney model as a competent scandal-free conservative administrator without the sharp edges of a fiery ideologue. Louisiana Governor Bobby Jindal also has run something larger than a Senate office. But Jindal, still in his first term, needs the crash course in national issues that Pawlenty absorbed during his ill-fated presidential run.

Specific expertise: Vice presidents traditionally take on specific tasks such as Biden overseeing stimulus spending during the first two years of the administration. That is why it helps to be identified with a specific issue area before being tapped for the ticket. Of course, for Agnew, it was bribes and for Dan Quayle, it was spelling.

If, say, Romney chose Florida Senator Marco Rubio, whose parents came from Cuba, it seems axiomatic that the VP would be the White House point man on immigration. New Hampshire Senator Kelly Ayotte, who like Rubio was elected in 2010, would probably gravitate to the legal side of the White House and law enforcement based on her service as state attorney general. As vice president, Chris Christie?s portfolio would probably also run to law enforcement (he was a federal prosecutor before being elected New Jersey governor) and to Bruce Springsteen. And, of course, Portman and Ryan can probably recite line items from the federal budget in their sleep.

A sense of deference: This may be the hardest thing for a would-be vice president to learn (see Biden, Joe) since almost all the leading contenders have been captains of their own political fate up to now. A rare exception might be Portman (notice how he keeps popping up on these lists?) based on his tenure in the Bush Cabinet. Needless to say, it defies imagination to picture the exuberant and outspoken Christie as a make-no-waves vice president.

The truth remains that after the polls are digested, the political calculus weighed and all skeletons are exhumed from closets, the vice presidential choice will ultimately come down to what Mitt Romney looks for in a partner. And if the modern definition of a VP holds, it will be a partner in governing ? and not just someone to stand there on stage with Romney, grinning with hands aloft amid the balloons and the confetti at the Tampa Convention.?

Mitt Romney appeals to black voters in NAACP speech

Mitt Romney offered a direct appeal to African-American voters on Wednesday, arguing in a speech at the NAACP's annual meeting that the black community has been hardest hit by the bad economy and that, if elected, he'll seek to improve the quality of life for all Americans, regardless of color.

"I believe that if you understood who I truly am in my heart, and if it were possible to fully communicate what I believe is in the real, enduring best interest of African-American families, you would vote for me for president," Romney said.

Romney acknowledged "barriers" still exist for black Americans even after President Barack Obama became the nation's first black president. He argued the struggling economy has only enhanced those "challenges" and "old inequities."

"If equal opportunity in America were an accomplished fact, then a chronically bad economy would be equally bad for everyone," Romney said. "Instead, it's worse for African Americans in almost every way."

At 14.4 percent, unemployment among black Americans is much higher than the 8.2 percent national average, while the average income and median family income for African Americans is much lower, Romney noted.

While Romney does not expect to win the black vote, the Republican nominee's NAACP speech was aimed at showing he's at least trying. As he regularly does on the campaign trail, Romney cited his experience as governor of Massachusetts to prove he hasn't led by "just talking to Republicans" and that he'll be an inclusive president.

"We have to make our case to every voter.? We don't count anybody out, and we sure don't make a habit of presuming anyone's support.?Support is asked for and earned---and that's why I'm here today," Romney said.

If elected, he added, "We will know each other."

He dismissed as "nonsense" Democratic charges that his potential presidency would only help the rich. "The President wants to make this a campaign about blaming the rich," Romney said. " I want to make this a campaign about helping the middle class."

If he didn't believe his policies would help "families of color" and all Americans more than Obama's, Romney said, "I would not be running for president."

Romney also appealed to the NAACP audience by touting his proposal to increase school choice. The GOP nominee has repeatedly described education as the "civil rights issue of our era," and on Wednesday, he argued that "mediocre schools" are setting up kids for "failure." In a dig at Obama, he argued that candidates "can't have it both ways" by arguing they'll protect kids while also protecting the interests of teachers unions--and vowed to

"If equal opportunity in America were an accomplished fact, black families could send their sons and daughters to public schools that truly offer the hope of a better life," Romney said. "Instead, for generations, the African-American community has been waiting and waiting for that promise to be kept.?Today, black children are 17 percent of students nationwide--but they are 42 percent of the students in our worst-performing schools.

Romney also briefly touched on gay marriage--an issue that has divided the black community--pledging that he would work to "defend traditional marriage."

While the Republican nominee received polite applause throughout most of the speech, Romney received a few boos throughout his speech--including when he repeated his pledge to repeal Obama's health care law. As the audience jeered the health care line, Romney paused and smiled, before continuing on.

But Romney emphasized that, if elected, his focus would be almost exclusively on job creation. "If I am president, job one for me will be creating jobs. I have no hidden agenda. If you want a president who will make things better in the African-American community, you are looking at him," Romney declared, as a few audience members booed.

As his campaign readily acknowledges, Romney faces an uphill battle in appealing to black voters. The latest Quinnipiac poll found Obama leads Romney 92 percent to 2 percent among African Americans.

But Romney cast himself as someone who is still willing to reach out--even the two sides don't always agree. Closing his speech, the former Massachusetts governor spoke about his father, former Michigan Gov. George Romney, who was credited for his support of civil rights during the 1960s. Romney called his father's leadership "an example" in his own life.

"It wasn't just that my Dad helped write the civil rights provision for the Michigan Constitution, though he did. It wasn't just that he helped create Michigan's first civil rights commission, or that as governor he marched for civil rights in Detroit--though he did those things, too," Romney said. "It was the kind of man he was, and the way he dealt with every person, black or white. ?He was a man of the fairest instincts, and a man of faith who knew that every person was a child of God."
